There are following steps which you can use
to create Snaky or snake skin text Effect.

[1]-First of all open new document of Custom size
Height & Width 400x400pixels Resolution96
and Mode RG B Color as shown below

[2]-Now select these colours for Forground &
Background and fill by the Press Alt+Backspace

[3]-Now select Text Tool
and write words as shown below

[4]-Now Go to Filter>Noise>Add Noise
and use the following settings

[5]-Now go to Filter>Brush Strokes>Crosshatch
and use the following settings

[6]-Now your Text will be
look as shown below

[7]-Now go to Filter>Distort>Ocean Ripples
and apply the following settings

[8]-Now select Marquee Tool and Press Ctrl+T
for Transform the words unlike shown below

[9]-Now select Text Layer and Click on 'f ' which
is indicating by finger sign as shown below

[10]-Now select Drop Shadow
and use the following settings

[11]-Now select Inner Shadow and
apply the following settings

[12]-Now select Outer Glow
and use the following settings

[13]-Now select Inner Glow
and apply the following settings

[14]-Now select Bevel & Emboss
and use the following settings

[15]-Now select Contour and
apply the following settings

[16]-Now select Satin Structure
and use the following settings

[17]-After used the above settings your
Final Text will be look as shown below
