[1]- First of all create a new document size 400x400 pixel and
96 resolution, RGBcolor mode . after that type any
words as you like with Text tool .

[2]- Now click on "T" icon as
shown below see option bar

[3]- Here you will see Warp Text
and use the following settings

[5]- Ctrl+Click on this Text layer

[6]- Now you will be see
selection around your Text

[7]- Right click on this Text layer
and select the Delete Layer.

[9]- Press the Ctrl+I after that press the Ctrl+D

[10]- Now once again press the Ctrl+I

[11]- Now here go to Filter>Stylize>Extrude
and use the following settings

[12]- Your Text has been convert into new design.

[13]- Now Press the Ctrl+U to the
Hue/Saturation and use the settings below

[14]- Create a new layer from
the layer window as shown
below by the hand

[15]- Create a new circle with marquee
tool and fill with any nice color

[16]- Go to Filter>Noise>Add Noise
and use the settings below

[17]- Now go to Filter>Blur>Radial Blur
and use the following settings

[18]- Your image should look like this

[19]- Go to Filter>Distort>Ripple
now use the following settings after
that press the Ctrl+F theree time

[20]- Now go to Filter>Render>Lighting effects
and use the settings below

[21]- Complete image
